Request the private-hire application from licensing and return it with £298, insurance including on-risk private-hire cover, current MOT and compliance-test certificate and keeper registration or ownership evidence. The page quotes £50 for the test. The licence lasts one year. Renewal also requires £298, insurance and MOT/compliance evidence. Driver, vehicle and operator licences must all be issued by Harlow; private-hire journeys require advance booking and cannot start by hailing or rank pickup.

The council’s current hub links a fare card effective 2 August 2024. It prints four bands and example two-mile totals of £8.00, £8.80, £10.00 and £11.00. The card does not expose the exact meter pulse needed for a route calculator, so TECSI does not infer a step formula from those examples.
