Apply online for a new or renewed driver licence. The medical must meet DVLA Group 2 and be completed by a doctor with access to medical records or with whom the applicant has been registered for at least 12 months.

January2026 guidance implements the adopted2025–2030 policy. New diesel licences are unavailable except wheelchair-accessible vehicles; petrol and WAV vehicles must meet at least Euro6. Normal licences last one year. Require council-station mechanical inspection, appropriate insurance, registration, MOT and applicable consent papers; all new WAVs also receive officer inspection. Proprietors need Basic DBS issued within three months unless an Elmbridge driver with maintained enhanced-DBS Update subscription, plus immigration, photographs and English-qualification evidence. Declare overseas absences exceeding three continuous months after18; more than six months requires an overseas criminal certificate. Vehicles need right-hand drive, four passenger doors, an accessible extinguisher and approved tyre-repair/spare arrangements.

Current-linked guidance requires Basic DBS issued within three months (local licensed drivers on DBS Update Service exempt), CSE safeguarding, English-language qualification evidence, disability-awareness training, photograph and immigration evidence. Overseas residence over six continuous months after age 18 requires a recent overseas check. Directors, company secretary and partners must provide evidence and attend the pre-grant meeting. New licences from 1 January 2026 require premises inside Elmbridge; check planning permission. Submit complete documents and fee online, with original DBS sent at least ten working days beforehand. Disability training also covers managers and customer-facing staff. The guidance says the normal licence is three years; confirm duration when applying.

The currently linked, visually checked schedule dates main rates from 1 April 2024, not 2026. HC/PH drivers: new £315 one year or £529.90 three; renewal £301 one year or £529.90 three. Annual vehicles new/renewal: HC £330.40/£273, PH £331.80/£277.20. Operator new=renewal, one/three years: 1–2 vehicles £412.30/£798.70; 3–10 £499.10/£928.90; 11-plus £585.90/£1,102.50. Extras effective 6 November 2025 include DBS £75.50; HC replacement vehicle £105.70, PH £107.10; ownership £68.60; PH knowledge £27.30; HC knowledge £39.90/retest £28.70.

Council tariff: daytime first mile £6.10 Monday-Saturday, £7.10 Sunday; then 20p per started 107 yards. Night/public-holiday start £8.15, then 30p; festive start £12.20, then 40p. Waiting £1 per started two minutes; extras apply. Published whole-mile totals differ from rounding the stated 107-yard steps. Calculator support remains withheld pending reconciliation.
